The scope is complete interior painting of dormitory spaces, including wall preparation, primer application, and finish coat with specified color schemes and quality standards. All work must comply with applicable building codes and HHS specifications. Bidders must submit pricing on a fixed-price basis with all labor, materials, equipment, and overhead included in the bid amount.

All contractors must comply with comprehensive HHS contract affirmations and Uniform Terms and Conditions, including suspension and debarment certification, E-Verify participation, human trafficking prohibitions, cybersecurity training, conflict-of-interest disclosure, fraud and abuse reporting, and compliance with Texas statutes addressing abortion funding, gender transition treatment, firearm industry non-discrimination, energy company boycott, and Israel boycott prohibitions. Contractors must maintain records for seven years following contract expiration, permit unrestricted state and federal audit access, and accept contract termination at the Commission's sole discretion. All work product and intellectual property are exclusively owned by the System Agency.

Bids may be submitted through the optional HHS Online Bid Room or through alternative submission methods.
