About this opportunity

The Commonwealth of Pennsylvania Department of General Services is soliciting proposals for a lease of office and warehouse space in Luzerne County for use by the Department of Revenue's Wilkes-Barre Lottery and Audits division, with proposals due November 18, 2026 at 3:00 PM. The Commonwealth encourages Small Diverse Business and Small Business participation, with commitments made at proposal submission becoming contractual obligations.

The scope is 14,000 to 16,100 square feet of space. Proposers must submit two separate proposals: one for a full-service lease including janitorial services and one for a lease-only arrangement with water and sewer included. Leasehold improvements and tenant build-out costs are to be amortized into base rent, with total construction time not to exceed the timeframe established in the lease cover sheet. All proposals must include evidence of site control, construction schedules, flood plain status disclosure, detailed drawings and site plans, and proof of prevailing wage compliance if construction costs exceed $25,000. Parking is not required but should be detailed if available.

The initial lease term is ten years with two five-year renewal options available at the Commonwealth's discretion. Pricing terms are negotiable and subject to annual adjustments capped at five percent based on the Consumer Price Index for All Urban Consumers (CPI-U), Northeast Cities Index, applied only to Additional Rent covering utilities, trash removal, insurance, and janitorial services. The selected lessor must comply with Pennsylvania Prevailing Wage Act requirements, Enhanced Minimum Wage Provisions under Executive Order 2016-02, and comprehensive insurance requirements including General Liability coverage of at least $500,000 per person and $2,000,000 per occurrence.

The Commonwealth reserves the right to reject any or all proposals and has the option to terminate the lease for convenience after fifty percent of the initial term with six months' notice and payment of three months' base rent as an early termination fee. Proposals must be submitted electronically to RA-DGSLeasingSFPResponse@pa.gov. The leasing specialist is Phillip Iacono at (717) 831-3292 or piacono@pa.gov.
