About this opportunity

The City of Westland, Michigan is requesting proposals for the supply and installation of a door access control system at the Westland Friendship Center, with proposals due October 14, 2026 at 10:00 a.m. and a mandatory pre-bid meeting on October 5 at 11:00 a.m. at the facility (1119 N Newburgh Road).

The scope includes purchasing and installing eleven card readers with REX devices, door strike or latch hardware compatible with the access control system, control panels with battery backups, and integration into the existing AccessIT Universal software platform. The awardee must perform network cabling installation using Category 6 plenum-rated purple cabling, configure the existing software, and coordinate with a separate project involving three exterior doors. Technical submissions must include a wiring topology diagram in Microsoft Visio or Adobe PDF format. Card readers must be HID ProxCard II compatible with RS2 Technologies AccessIT! Universal software—a mandatory compatibility requirement that filters vendors.

The RFP is structured as a turnkey solution evaluated on vendor capability, equipment compatibility with existing systems, financial stability, support response times, implementation timeline, and cost effectiveness. Vendors must submit three business references and detailed pricing on the provided proposal form with a grand total line item. All proposals must comply with fair employment practices and non-discrimination requirements.

Insurance requirements are mandatory: comprehensive general liability of $1 million, worker's compensation, motor vehicle coverage with bodily injury and property damage limits of $500,000 per occurrence, and umbrella excess liability of at least $2 million. The City must be named as an additional insured on all policies with 30 days' notice for any termination.

Written questions are due by 4:00 p.m. on October 8, 2026, directed to the City Controller and Chief Innovation Officer. The City anticipates payment within approximately 30 days of invoice receipt. Electronic bids may be submitted through BidNet Direct; sealed proposals may also be submitted to the City Purchasing Division at 36300 Warren Road, Westland, MI 48185. No exceptions are made for late submissions.
