About this opportunity
The Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations on behalf of the Department of Agriculture, Conservation and Forestry for the manufacture and delivery of dangerous dog tags, with quotations due July 11, 2018.
The scope is 8,000 octagonal brass tags (.040 thickness, approximately 1.25 inches diameter) numbered DD0001 through DD8000, etched with the State of Maine shape, the words "Dangerous Dog," and sequential numbering, with smooth edges achieved through filing, tumbling, or sanding. Packaging must consist of groups of 50 tags on pliable wire with S hooks, organized sequentially in marked Ziploc bags, and placed in numbered boxes containing no more than 1,500 tags each. All 8,000 tags must be delivered in a single shipment to the third floor of the Marquardt Building at 32 Blossom Lane, Augusta, Maine, no later than September 1, 2018. Bidders must account for manual movement of materials by dolly or cart to the third floor, as the building's entryways do not accommodate pallets.
The contract runs from August 1, 2018, through July 31, 2019, with three optional one-year renewal periods extending through July 31, 2022. The State reserves the right to order additional tags at the bid price for one year following award. Quotations must be submitted through the State of Maine's Advantage Vendor Self Service electronic procurement system with net pricing inclusive of all transportation and delivery costs on an FOB destination basis, and prices must remain firm for the entire contract period.
Maine Business and Economic Impact Consideration under Executive Order 2017-003 may provide up to a 10 percent reduction in bid price for comparison purposes based on a bidder's investment in Maine as reported on recent IRS W-2 forms. Evaluation is conducted on a best value basis considering conformity to specifications, delivery timeframe, and pricing; the State reserves discretion to reject the lowest bidder if documented poor performance or contract termination occurred within the previous five years. No best and final offer process will be conducted.
