About this opportunity
Yamhill County Sheriff's Office in Oregon is requesting proposals for dog kenneling and adoption services operating within or near McMinnville, with proposals due August 31, 2026 at 5:00 p.m. The County anticipates issuing a Notice of Award by approximately September 30, 2026.
The scope encompasses kennel facility operations, dog intake and assessment, vaccination and medical treatment, adoption services, euthanasia protocols, and administrative functions including record maintenance and semi-annual reporting. The awarded contractor must maintain 24/7 public phone access, a minimum 30 hours per week of public hours across five different days including weekend hours, and comply with Association of Shelter Veterinarians guidelines. The facility must be located within or near McMinnville.
Pricing is structured as a combination of a flat annual rate paid monthly plus a percentage share of annual dog license revenue received by the County from the previous fiscal year. The awarded contractor retains adoption fees, impound fees, and other related service revenues exceeding projected amounts. Primary funding is generated from annual licensing fees, redemption fees, and civil penalties collected from dog owners.
The evaluation criteria are weighted as follows: Structure of Agency (unspecified points), Experience and Qualifications (30 points), Operations and Reporting (20 points), Service Approach (20 points), and Cost Proposal (30 points), totaling 100 points. The County may award one or more contracts and reserves the right to conduct additional evaluation rounds including competitive range establishment, presentations, interviews, or best and final offers.
Proposers must submit one original and three additional copies plus one digital PDF copy. All submissions must comply with Oregon Revised Statutes Chapter 279B procurement requirements, including indemnification, insurance coverage with minimum liability limits of $1,000,000 per occurrence, and compliance with prevailing wage and tax certification requirements. Proposals are accepted physically at 535 E 5th Street, McMinnville, OR 97128, or electronically to sheriff@yamhillcounty.gov. The initial contract term is one year from execution, with potential renewal options available through mutual agreement.
