About this opportunity
The Massachusetts Department of Energy Resources (DOER) is requesting quotes for technical consulting and assistance to support Passive House certification projects in communities with Specialized and Stretch energy codes under RFQ-ENE-2027-001, with proposals due September 9, 2026. This is a small business set-aside under the Commonwealth's Small Business Purchasing Program (SBPP), providing award preference to SBPP-registered businesses with principal operations in Massachusetts, fewer than 50 full-time equivalent employees, and gross revenues not exceeding $15 million based on a three-year average.
DOER will establish a Technical Assistance Provider (TAP) pool through 3 to 5 contract awards and anticipates supporting approximately 25 to 30 projects over the contract period. Eligible services include pre-construction material assessment, field-based mock-up training, mid-construction testing, and construction oversight. Projects involve new multi-family buildings exceeding 12,000 square feet; each project is eligible to receive technical assistance valued at up to $50,000, with up to 20 percent of awards potentially allocated to offset Passive House Institute U.S. (Phius) or Passive House Institute (PHI) certification fees. Contractors must participate in program coordination, outreach, data collection, and reporting through April 2028.
The total procurement funding is $1.25 million. The contract period begins upon execution and extends through June 30, 2028, with anticipated contract execution on October 1, 2026. Contractors must submit project-based pricing broken out by task and staff person with hourly rates; DOER will not pay additional invoices beyond the proposed project price. Questions are due August 21, 2026, with DOER providing answers by August 27, 2026. No pre-bid conference or site visits are scheduled.
