About this opportunity

Maryland State Highway Administration (MDOT SHA) is requesting bids for electrical repair and maintenance services at the Cambridge Maintenance Shop in Dorchester County under IFB DOELEC29SB, with bids due December 17, 2025. This is a Small Business Reserve procurement restricted to certified small businesses; the procurement officer retains the right to remove the SBR designation if small businesses do not demonstrate interest.

The scope covers comprehensive electrical services on an as-needed basis — emergency response, diagnostics, troubleshooting, repairs, maintenance, installation, and replacement of electrical systems — at office buildings, rest areas, and other state-owned facilities in Dorchester County. Services are priced using hourly labor rates for electrical technicians and master electricians, daily trip charges, and equipment rental for scissor lifts at two working-height ranges (0–20 feet and 21–35 feet). Materials are invoiced at cost not to exceed manufacturer's retail pricing, with a materials budget of $2,500 over the contract duration.

Minimum qualifications require three years of continuous commercial electrical services experience, Maryland Board licensed employees, State of Maryland SDAT registration, a Master Electrical License, and submission of at least one reference. Required insurance includes Commercial General Liability of $1 million per occurrence and $2 million annual aggregate, Workers' Compensation of $1 million per occurrence, and Automobile/Commercial Truck Insurance.

The contract is a single-award, fixed-price agreement with a three-year base period and no option periods. The anticipated Notice to Proceed is February 1, 2026. Questions are due December 6, 2025 at 3:30 p.m. local time. Site visits may be scheduled by contacting Resident Maintenance Engineer Asbury Jones no later than December 5, 2025. Award will be made to the responsible bidder submitting the lowest responsive bid price. Bids must be submitted via eMMA and must acknowledge receipt of all addenda prior to submission. MDOT SHA is exempt from Maryland and Federal taxes; bidders must not include sales tax in bid prices.
