About this opportunity
The Florida Department of Elder Affairs (the Department) is requesting proposals from qualified, experienced, and professional investigators and/or investigative firms to provide independent, objective, special investigative services throughout the state. The services are related to violations of state statute and administrative rule committed by Professional Guardians, regulated by the Office of Public & Professional Guardians (OPPG). The scope of work includes investigating complaints, providing an investigative plan, conducting interviews, documenting evidence, and submitting final investigative reports. Key requirements for respondents include having a C-licensed investigator, adhering to confidentiality and data security protocols, and providing regular updates. The contract term is anticipated to be for six (6) months beginning July 1, 2024 or the contract execution date, whichever is later, with the potential for two (2) one-year renewals at the OPPG's discretion. Proposals are due no later than June 3, 2024 at 3:00 PM. The contract will be a cost reimbursement agreement, with investigators reimbursed at a maximum hourly rate of $100/hour for investigative services.
While the RFP does not specify any set-asides, it notes that a previous bankruptcy does not automatically disqualify a bidder. The Department has received an appropriation of $593,892 for twelve months of investigative services in the last four fiscal years, which provides an estimate of the potential award value and budget range. The RFP does not mention any incumbent vendors or current contractors, nor does it require the integration of any existing infrastructure or technology.
