About this opportunity
The City of Amarillo, Texas, is soliciting bids under ITB 101-27 MRH for document shredding and destruction services, with proposals due November 19, 2026 at 3:00 p.m. through Bonfire. The City may apply a local preference under Texas Local Government Code Section 271.9051, awarding to a local vendor whose bid is within five percent of the lowest bid if that vendor offers the best combination of price and economic development opportunities.
Scope covers shredding and destruction of documents as defined in the Scope of Work and accompanying attachments. The contract is awarded as a single lot to the highest evaluated bidder. Prevailing wage rates apply under Texas Government Code Chapter 2258. Vendors with ten or more employees and contracts valued at $100,000 or greater must certify compliance with Texas Government Code Chapters 809 and 2274, which address energy company and firearm discrimination prohibitions.
Each proposer must submit a proposal bond from a reliable surety company for not less than five percent of the total bid amount. The successful bidder must deliver an insurance certificate within ten calendar days of award notice; failure to show good faith effort to provide required insurance results in bid abandonment and re-award to the next lowest bidder. The vendor must file Texas Ethics Commission Form 1295 before contract execution and submit a Conflict of Interest Questionnaire (Form CIQ) within seven days of learning of the award.
The contract includes a funding-out clause permitting the City to terminate or reduce its obligation if sufficient funds are not appropriated for subsequent fiscal years. The City is exempt from federal excise and state taxes, so bid prices exclude tax. Bids are quoted F.O.B. destination when necessary, with unit prices submitted as the bid documents request.
A non-mandatory pre-proposal teleconference was scheduled for November 4, 2026 at 12:30 p.m. Bids open by Microsoft Teams at the same date and time as the proposal deadline. The City of Amarillo Council will consider proposals on November 26, 2026 at 623 S. Johnson Street, Amarillo, Texas.
