About this opportunity
The Greater Dayton Regional Transit Authority is soliciting proposals for on-site, bi-weekly secure document shredding, annual document destruction, and as-needed document purges under RFQ 26-36, with quotes due electronically by 10:00 a.m. on July 8, 2026, and questions due by 5:00 p.m. on July 1, 2026. The contract term is thirty-six months with RTA's option to extend with 30 days' written notice.
The scope covers bi-weekly shredding service across twenty executive console-style cabinets and multiple container styles (small paper recycling bins, tall paper recycling bins, and 32-gallon toter bins) located at Wright Stop Plaza, Longworth Campus, and 901 Ludlow. Vendors must quote pricing for the three required locations and may quote for up to five locations total; RTA also requests pricing for approximately 350 boxes of bulk pickups annually and separate pricing for additional container purchases. Document shredding must conform to National Association for Information Destruction (NAID) specifications with a maximum cross-cut dimension of 3/4 inch width by 2.5 inches length. Vendors must maintain no more than seven business days' response time for new orders, bear all shipping costs on an FOB Destination basis, and accept responsibility for cost differences if delivery timelines are not met.
All quoted prices must be firm and fixed for the entire contract term and exclude taxes; RTA is tax-exempt. Pricing should be submitted on the provided quote form with separate line items for each year. Payment terms are Net 30 following delivery with proper invoices. Vendors must comply with Federal Transit Administration (FTA) required clauses including civil rights protections, disadvantaged business enterprise (DBE) requirements, debarment and suspension certifications, and environmental compliance standards. Proof of SAM.gov registration with no active exclusions and completed debarment certifications are required. Insurance requirements include Workers' Compensation with Ohio Stop Gap coverage, Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Commercial Auto Liability of $1,000,000 combined single limit, and Excess/Umbrella coverage of $2,000,000, with RTA named as additional insured; all insurers must maintain a minimum A.M. Best's rating of A-/X and be licensed in Ohio. RTA reserves the right to conduct laboratory testing of delivered products at a third-party laboratory, with the vendor responsible for testing costs if products do not meet specifications.
