About this opportunity
The Maryland State Retirement Agency is requesting bids for document remediation services under IFB BPM055168, with bids due February 19, 2026 at 5:00 PM via eMMA and a public bid opening February 20 at 10:00 AM. This is a Small Business Reserve procurement; only businesses certified as small businesses by the Department of Social and Economic Mobility's Office of Small, Minority & Women Business Affairs are eligible, though the procurement officer may remove this designation if small business interest proves insufficient.
The scope covers up to 1,600 pages across approximately 75 documents — including 42 fillable forms (225 pages, prioritized), 6 non-form documents (approximately 500 pages), and financial and investment reports — to achieve compliance with WCAG 2.1 AA standards for publication on the Agency's public website. Source files are primarily Microsoft Word; some documents exist only as PDFs. Deliverables include remediated Word source documents and remediated accessible PDFs for each document, with accessibility conformance reports. Remediated forms must be returned within 5 business days of submission; remediated source documents within 10 business days. All documents must be completed and compliant by April 2026. Larger documents (up to 300 pages) must be completed within 30 days of submission.
Pricing is structured as a per-100-page rate for remediated source documents and per-document rates for re-work and reformatting, tiered by complexity, allowing vendors to differentiate pricing rather than apply flat rates. This is a single-award, firm fixed-price contract for a two-year base period with zero option periods. Award will be made to the responsible bidder submitting the lowest responsive bid meeting all specifications under Maryland COMAR 21.05.02, with price as the primary selection criterion.
Bidders must carry Commercial General Liability insurance of $1 million combined single limit and Worker's Compensation coverage of $1 million per occurrence. Questions were due February 13, 2026. A Questions and Answers document dated February 13, 2026 and sample documents are available on the SRA website.
