About this opportunity

The Commonwealth of Kentucky, through the Department of Criminal Justice Training (DOCJT) under the Justice and Public Safety Cabinet, is issuing a Request for Proposal for Medical Services Occupational Medicine to serve Johnson County. The procurement seeks qualified medical providers to deliver comprehensive occupational medicine services including pre-employment physical exams, blood tests, vision testing, fit-for-duty evaluations, drug screening, vaccine administration (seasonal influenza, Hepatitis A/B, and other vaccines as needed), on-the-job injury evaluations, and medical record maintenance in compliance with HIPAA and Commonwealth retention schedules. Services must align with Commission for the Accreditation of Law Enforcement Agencies (CALEA) standards and federal OSHA regulations for DOCJT staff. The contract will run from July 1, 2026 through June 30, 2028, with the Commonwealth retaining renewal options for up to two additional two-year terms. Evaluation will be conducted on a maximum of 1,150 points: 500 points for the technical proposal (300 points for professional qualifications and 200 points for availability), 400 points for the cost proposal (which must include separate pricing for blood tests, vision tests, fit-for-duty exams, drug screening, vaccines, and on-the-job injury evaluations), and up to 250 points for oral presentations if required. Proposals must be submitted by 4:00 PM Eastern Time on May 8, 2026, with written questions due by 11:00 AM on April 24, 2026. Offerors must provide three professional references from organizations with whom they have previously contracted for similar services (references from Commonwealth agencies or employees are not accepted), demonstrate hours of operation and office locations, and maintain Commercial General Liability insurance ($1,000,000 per occurrence/$2,000,000 aggregate), Professional Liability insurance ($1,000,000 per claim), and Automobile Liability insurance ($1,000,000 combined single limit) where applicable. Contractors must comply with all federal and state laws, maintain required licensing and certifications, and bear all costs for bio-hazardous waste disposal and decontamination.

No specific set-aside designations or restrictions on organization types responding to this procurement are identified in the solicitation documents. No incumbent vendors or current contractors are listed, and no existing infrastructure or technology requiring integration has been specified. The cost proposal must be submitted under separate cover from the technical proposal, with failure to do so resulting in a non-responsive designation. Offerors must certify that their cost proposal was developed independently without collusion, consultation, communication, or agreement regarding pricing with any other offeror or competitor, and without any conflict of interest, with certification signed by an authorized representative. No specific funding amount or budget range is identified in the solicitation, though the Commonwealth reserves the right to negotiate fair and reasonable compensation based on submitted pricing and to reject any or all proposals.
