About this opportunity

The Commonwealth of Virginia Department of Corrections Central Agribusiness Office is soliciting bids on generator preventative maintenance and emergency repair services across three locations under Quick Quote solicitation DOCA-756-27-02, with bids due June 8, 2026 at 11:00 a.m. This procurement is set-aside for DSBSD-certified micro businesses and small businesses.

The scope spans annual preventative maintenance on six generators (two Kohler and four Generac units) at Nottoway Agribusiness in Burkeville, Dinwiddie Correctional Center in Church Road, and Halifax Correctional Unit in South Boston. Maintenance, scheduled for November each year, includes oil and filter changes, fuel filter changes, cooling system inspection, control panel operations testing, and turbocharger inspection where equipped. The contractor must also provide breakdown service during normal business hours (8:00 a.m. to 4:30 p.m., Monday through Friday) with a one-hour phone response time, and emergency after-hours service with a four-hour on-site response requirement. Bidders must price annual preventative maintenance for all units, labor rates and trip charges for normal-hour breakdowns, and separate labor rates and trip charges for after-hours emergency service.

The contract term runs July 1, 2026, through June 30, 2027, with four one-year renewal options. Award will be on a lowest responsive and responsible bidder basis on a grand-total pricing structure. Contractors must hold generator maintenance and repair certifications and provide workers' compensation insurance (statutory), employer's liability ($100,000 minimum), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), and vehicle liability ($1,000,000 combined single limit) if applicable. All staff working at Department of Corrections facilities must pass background investigations and drug screening; contractors with more than 50 employees must register in E-Verify. An optional site visit window is May 28 through June 3, 2026, requiring advance approval by email to Barbara.Newcomb@vadoc.virginia.gov and Deborah.Ayers@vadoc.virginia.gov. Questions and bid-form submission must be registered in eVA or emailed to the procurement office. Vendor transaction fees apply: 1% capped at $500 for DSBSD-certified firms, $1,500 for others.
