About this opportunity
The Commonwealth of Virginia Department of Corrections Central Agribusiness Office, acting through Bland Correctional Center, is soliciting sealed bids for a John Deere parts and service contract with bids due June 18, 2026. The contract is designated with a Small Business Subcontracting Plan requirement and a 42% small-business purchase goal (DSBSD-certified).
The awardee must be a certified John Deere dealer or service center providing in-house repairs, mobile field repairs, and parts supply to multiple pre-approved state agencies including the Department of Corrections, Department of Juvenile Affairs, Spotsylvania County Public Schools, Virginia Community College System, Virginia Department of Military Affairs, and Virginia Department of Conservation and Recreation. The scope covers industrial equipment (excavators, graders, backhoes, dozers, tractors), agricultural equipment (balers, combines, hay equipment), commercial and lawn equipment (mowers, small tractors), and two-cycle equipment (blowers, chainsaws, edgers, trimmers). The contractor must be located within 50 miles of Bland Correctional Center, with consideration for a 75-mile radius if no qualified bids are received within 50 miles, and must provide 24/7 availability on an as-needed basis.
Pricing is submitted as firm fixed hourly rates for four service categories (normal hours repair, after-hours repair, mobile field service, and after-hours mobile field service), billed in quarter-hour increments, plus a trip charge for travel not exceeding 100 miles round trip and a discount percentage off manufacturer retail pricing for parts. All parts must meet Original Equipment Manufacturer specifications and be new unless written approval is obtained. The contractor absorbs all costs for tools, equipment, mobile service trucks, hazardous material disposal, and parts procurement, with no billable time or travel charges for parts runs.
The contract period runs July 1, 2026 through June 30, 2027, with four optional one-year renewals. The contractor must maintain qualified technicians (preferably ASE-certified), comply with Department of Corrections security and facility requirements including pre-employment drug screening and reasonable suspicion testing for staff with offender contact, and meet all specified diagnostic equipment standards. Payment terms are net 30 days.
