The scope requires a single contractor to provide all labor, supervision, equipment rental, transportation, and electrical services. The new coal bucket elevator must be an industrial centrifugal unit with 11-3/4" x 42" casing and 49'-11" discharge height, capable of conveying 540 cubic feet per hour of coal at 250 feet per minute; the Department of Corrections will supply all elevator parts and materials. Work must occur during normal business hours (8:00 a.m. to 5:00 p.m.). The contractor is responsible for operational testing and final inspection to the satisfaction of the on-site plant manager.

Contractors must hold a Virginia Class A, B, or C contractor license depending on contract value. Certificate of Insurance with minimum $1,000,000 general liability per occurrence and workers' compensation in accordance with Virginia law is required prior to work commencement. Background investigations for contractor staff are mandatory at contractor expense ($90 partial / $50 limited). PREA training and sexual harassment training for employees with significant state contact are required. Contractors must comply with facility security rules, including prohibitions on fraternization with inmates and weapons on state property, and must comply with federal, state, and local laws including anti-discrimination and drug-free workplace provisions.

The bid price must include all installation charges with no extras permitted. Delivery is expected within twenty calendar days of order receipt unless an alternative timeline is specified. Payment is due upon project completion or thirty days after receipt of a correct and complete invoice, whichever is later, under Virginia's Prompt Payment Act. Attendance at the pre-bid conference is mandatory for bid eligibility.
