About this opportunity

Maryland Department of Transportation State Highway Administration is requesting bids for roadside litter pickup services in Dorchester County under IFB DO43227SB, with sealed bids due April 14, 2026 at 1:00 PM at the Cambridge Maintenance Shop. This procurement is a Small Business Reserve restricted to certified small businesses, though the restriction may be removed if insufficient small business interest is demonstrated.

The scope covers as-needed litter removal along state-maintained roadways — trash, debris, bottles, cans, cardboard, paper, tires, and metal items placed into minimum 35-gallon trash bags, plus debris removal from inlet grates. Animal carcasses are excluded. Work cycles require a minimum of three consecutive weekdays, with some cycles potentially exceeding five days. Minimum crew size is four laborers (one foreman and three crew members); three-person crews are compensated at 75 percent of the daily rate; crews smaller than three receive no payment. Work hours are 7:00 AM to 3:30 PM, Monday through Friday, excluding state holidays. The contractor must own all necessary labor, equipment, and vehicles and have three years of experience providing similar services and three years of Maryland business licensing.

The contract is awarded on a firm fixed-price basis per 8-hour workday to the lowest responsible bidder. The one-year base period begins on or about May 1, 2026, with no renewal options. SHA estimates 32 crew days for bid evaluation purposes, though actual quantities may vary. Payment is monthly or biweekly with net 30 terms. Weather cancellations with less than two hours' notice pay 50 percent of the daily rate; cancellations with at least two hours' notice pay nothing. The contract is non-exclusive.

Required insurance includes Commercial General Liability of $1 million per occurrence / $2 million aggregate, Worker's Compensation of $1 million per occurrence, and Automobile/Commercial Truck Insurance meeting Maryland minimums. Questions are due April 7, 2026 at 4:00 PM. Bidders must affirm small business qualification status under penalty of perjury; false information may result in debarment or criminal prosecution.
