About this opportunity
The Maryland State Highway Administration (MDOT/SHA) is soliciting bids for roadside handmowing services in Dorchester County under IFB DO42827SB, with bids due April 14, 2026 at 1:30 p.m. This is a Small Business Reserve procurement limited to Maryland-certified small businesses; no MBE or DBE participation goals apply.
The scope includes hand mowing and litter pickup on state-maintained roadways, with work around guardrails, signs, grass islands, culverts, and other vertical objects in medians and shoulders where larger mowers cannot operate. Mowing must reach a finished height of three inches, with 36-inch minimum trimming around sign poles and delineators. Work is bid on a crew-day basis at an estimated 32 full crew days (eight hours per day, four-person crew consisting of one foreperson and three laborers) beginning in spring 2026. Bidders must demonstrate three years of experience in similar services, current Maryland licensure, SDAT registration, and ownership of labor and equipment. Required equipment includes pickup trucks with trailers, zero-turn and walk-behind mowers with mulch attachments, commercial-grade string trimmers, ANSI Class 2 safety vests, and vehicles with 360-degree amber warning lights. MDOT/SHA will provide protection vehicles with operators and lane closure permits.
The contract term is twelve months base period with no renewal options. Award will be made to the lowest responsive and responsible bidder on a firm fixed-price basis with crew-day rates invoiced monthly. Bidders must carry $1,000,000 commercial general liability, $1,000,000 workers' compensation, and automobile/commercial truck insurance at Maryland minimum limits. Payment is by electronic funds transfer; travel reimbursement is not authorized. No federal funding is involved. Questions are due April 7, 2026 at 12:00 p.m. Public bid opening occurs at 2954 Old Route 50, Cambridge, MD 21613. No pre-bid conference or site visit is scheduled.
