About this opportunity

The Minnesota Department of Natural Resources (DNR) is soliciting bids for the Lake Bemidji State Park Harbor and Channel Maintenance project, a dredging and excavation contract located in Beltrami County. The project requires a contractor to dredge and excavate approximately 18,000 square feet of the lakeward access channel to a water depth of 4 feet (elevation 1336.0 feet NGVD 1929 Datum), with specific requirements to load, haul, and legally dispose of the dredged spoils. The procurement is a Request for Bid (RFB) that must be submitted electronically through the SWIFT Portal by October 8, 2024, at 2:00 PM, with potential bidders encouraged to conduct a site visit by contacting Project Supervisor Shannon Bungart at 218-308-2329. Evaluation criteria include compliance with specifications, with the contract to be awarded to the lowest responsible vendor meeting all terms and conditions. The project timeline requires substantial completion by December 31, 2024, and final completion by January 31, 2025. Contractors must provide a lump sum price that includes all associated costs such as labor, materials, tools, transportation, equipment, and applicable taxes.

The solicitation includes provisions for subcontractor diversity, requiring bidders to complete a First-Tier Subcontractors List that identifies potential subcontractors and their business characteristics. Vendors claiming Resident Vendor or Veteran-Owned Small Business status must provide appropriate documentation. Responses exceeding $50,000 must include a 5% solicitation security bond, and contractors must acknowledge compliance with Responder Declarations, Special Terms and Conditions, and project specifications. While no specific budget range is explicitly stated, the comprehensive nature of the dredging project suggests a substantial contract value. The DNR reserves the right to award items separately, by grouping, or in total, depending on what is most advantageous to the state. Contractors needing assistance with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, ensuring accessible support for potential bidders.
