About this opportunity
The Minnesota Department of Natural Resources is seeking bids for the Le Sueur County Dora Lake Wildlife Management Area (WMA) Observation Well Drilling project, solicitation number 2025-537. The procurement involves installing one groundwater observation well near Kilkenny, with specific technical requirements including drilling into the Mount Simon sandstone formation to a total depth of 1,000 feet and a cased depth of 780 feet. Contractors must be registered and licensed with the Minnesota Department of Health as a Well Contractor, and will be responsible for providing all labor, tools, materials, and equipment necessary to complete the environmental well installation. The project requires drilling using dual rotary/reverse circulation techniques, collecting geologic samples, installing 4-inch diameter steel well casing, full-length outer annulus grouting, and completing the well with an 8- or 10-inch diameter protective casing. Bids must be submitted electronically through the Swift Portal by February 5, 2025, at 2:00 PM, with a project completion deadline of March 6, 2026. Interested contractors can arrange a site visit by contacting Project Supervisor Jacob Kolke at 651-392-9491, and award will be made to the lowest responsible vendor meeting all specifications.
The solicitation offers preferences for veteran-owned small businesses (12%) and certified small businesses owned by minorities, women, persons with disabilities, or located in economically disadvantaged counties. Contractors must complete a First-Tier Subcontractors List, certifying that all subcontractors meet minimum responsible contractor criteria. A 5% bid security is required for responses exceeding $50,000, and 100% performance and payment bonds will be necessary. The project includes prevailing wage requirements, with contractors obligated to submit certified payroll reports. While no specific budget range is explicitly stated, the detailed price schedule includes eleven line items covering drilling, casing, grouting, and additional contingency services. Environmental considerations are prominent, with specific requirements for containment and disposal of drill cuttings and water management to prevent soil erosion. Bidders must comply with all attached specifications, including the Price Schedule, Solicitation Bond Forms, and First-Tier Subcontractors List, with potential consequences of bid rejection for non-compliance.
