About this opportunity
The Minnesota Department of Natural Resources is requesting bids for seasonal vault toilet pumping services at three locations in Cook and Lake Counties over a two-year period (July 1, 2026 through June 30, 2028), with bids due June 16, 2026. The State has set aside preference points (12%) for certified Targeted Group, Economically Disadvantaged, and Veteran-Owned businesses.
The scope covers pumping services for seventeen vault toilets: fifteen at Temperance River State Park, one at Caribou Falls Wayside Rest Area, and one double vault toilet at Ray Berglund Wayside Rest Area. All toilets must be pumped at least once per season, with additional "as needed" pumping throughout the contract period. The estimated total volume is 43,200 gallons over the two-year service period. Services must be performed between 8:00 a.m. and 8:00 p.m., with emergency response within 24 hours and standard requests within 96 hours. Contractors must comply with Minnesota environmental regulations, invasive species prevention requirements, and pollinator best management practices on state lands.
Unit pricing must be all-inclusive, covering labor, materials, tools, transportation, equipment, licensing, disposal fees, sales tax, use tax, and all other costs necessary for completion. Payment is made on an actual per-gallon basis following satisfactory completion of each service, with invoices approved by the Project Supervisor. The State offers no prompt payment discounts.
Prior to contract execution, contractors must submit Certificates of Insurance covering Commercial General Liability ($1,000,000 per occurrence), Commercial Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation coverage. The award will be made to the lowest responsible vendor meeting specifications; the State reserves the right to award to a single or multiple responsive bidders.
Responses must be submitted electronically through the SWIFT Supplier Portal only — no email or faxed submissions are accepted. Site visits are available by contacting Project Supervisor John Palmer at 218-663-3103. Contractor Assistance Help Desk support is available at 651-201-8100, Option 1.
