About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking competitive bids for the removal of invasive Eurasian Watermilfoil (EWM) at Sibley State Park in Kandiyohi County. The procurement involves treating approximately 8.4 acres across three separate sites along the park's boundary using the chemical ProcellaCOR. Bidders must provide all necessary labor, equipment, materials, tools, transportation, and incidentals to complete the EWM treatment. A mandatory pre-bid site visit is required, and all responses must be submitted electronically through the Swift Portal by September 19, 2024. The DNR will evaluate bids based on lowest total bid from a responsible vendor meeting all specifications, with the project completion date set for October 30, 2024. Evaluation criteria include compliance with solicitation requirements, ability to meet technical specifications, and overall responsiveness to the bid document. Contractors must include all associated costs in their unit pricing, including labor, materials, transportation, equipment, sales tax, and other necessary expenses.
The procurement opportunity includes potential preferences for targeted groups, with specific considerations for veteran-owned businesses, economically disadvantaged enterprises, and minority, woman, and disability-owned businesses as allowed by state law. No subcontracting is permitted without prior DNR approval, and vendors must provide proof of insurance as detailed in the bid documents. Contractors experiencing difficulty with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. While specific budget ranges are not explicitly stated, the contract will be awarded to the lowest responsible vendor meeting all specifications. The DNR reserves the right to award items separately, by grouping items, or by total amount, whichever is deemed most advantageous to the state. Interested bidders must carefully review all attachments and comply with all requirements to avoid potential bid rejection.
