Contractors must complete state plan review and inspection as part of the project scope. The bid solicitation (2025-911) requires electronic submission through the Swift Portal, with bids due by May 8, 2025, at 2:00 PM. Potential bidders can arrange a site visit by contacting project manager Jack Pellinen at 218-571-2602. Award will be made to the lowest responsible vendor meeting all specifications, with unit prices expected to include all associated costs such as labor, materials, tools, transportation, equipment, sales tax, and use tax.

The contract opportunity includes provisions for diversity and inclusion, potentially favoring businesses owned by minorities, women, veterans, and individuals with substantial physical disabilities. Contractors must be registered with the Department of Labor and Industry prior to contract award, as required by Minnesota Statute 326B.701. Bidders must provide comprehensive insurance coverage, including workers' compensation, commercial general liability, and automobile liability, with the State of Minnesota named as an additional insured. While a specific budget range is not explicitly stated, the project appears to be a targeted renovation with a focused scope of work. The solicitation allows for informational self-identification of diverse business ownership, potentially offering additional considerations for small businesses from economically disadvantaged areas or owned by underrepresented groups. Contractors must comply with prevailing wage requirements for Itasca County and demonstrate adherence to various state statutes related to tax compliance and business regulations.
