About this opportunity

The Minnesota Department of Natural Resources (DNR) is soliciting bids for garbage and recycling services at Sakatah Lake State Park in LeSueur County through a competitive Request for Bid (RFB) process. The procurement covers a two-year service period from November 1, 2025 to October 31, 2026, with specific requirements for container management and waste removal. Bidders must provide services including monthly 6 cubic yard garbage container service, bi-weekly 2 cubic yard garbage container service, and bi-weekly 2 gallon co-mingled recycling container service during the April to October period. Additionally, on-call service for 6 cubic yard and 2 cubic yard garbage containers will be required from November to March. All bids must be submitted electronically through the Swift Portal by October 28, 2024, with no email or fax submissions accepted. Contractors needing registration assistance can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The DNR will award the contract to the lowest responsible vendor meeting all specifications, with unit prices expected to include all associated costs such as labor, materials, transportation, equipment, and applicable taxes.

The procurement appears to have no specific set-aside designations or restrictions limiting vendor participation, suggesting open competition for qualified waste management providers. No incumbent vendor is identified in the documentation, and there are no explicit references to disadvantaged business enterprise preferences. While the RFB does not specify a precise budget range, it provides detailed pricing requirements where vendors must submit per-pickup pricing for each container type and service frequency. The contract allows the state to award items separately or in groups based on what is most advantageous. Contractors must comply with all state and local regulations regarding solid waste transportation and disposal. A site visit is highly recommended prior to bid submission, though not mandatory. The procurement emphasizes comprehensive service delivery, with the DNR reserving the right to determine vendor specification compliance and ultimate contract award.
