About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking proposals to evaluate the diets of Lower Trophic Fishes in the Minnesota River, specifically targeting Bigmouth Buffalo, Emerald Shiner, Gizzard Shad, and Spotfin Shiner. The primary objective is to characterize diet composition by determining the count and biomass or biovolume of phytoplankton, rotifers, crustacean zooplankton, insects, detritus, and other organisms within the foregut of sampled fish. The contract will require comprehensive research involving fish collection, diet preservation, and detailed analysis, with an anticipated contract term from May 2024 to January 2025 and potential one-year extension. Proposals must be submitted electronically through the SWIFT eSupplier portal by March 26, 2024, and will be evaluated based on four key criteria: work plan for deliverables, qualifications and experience, methodology, and cost detail. Respondents must provide a detailed work plan, comprehensive methodology, evidence of relevant qualifications, and a thorough cost breakdown.

The RFP includes provisions for preference points for targeted groups, including economically disadvantaged and veteran-owned businesses. Eligible vendors are encouraged to pursue certification through the State of Minnesota's Small Business Procurement Program. While specific budget ranges are not explicitly stated, the contract will be awarded to serve the Minnesota Department of Natural Resources and Brown County. The RFP prohibits submission of trade secret information and reserves the State's right to reject any and all responses, negotiate with the highest-scoring responder, and potentially make multiple awards. Attachment documents include forms for responder declarations, organizational conflict of interest disclosures, cost details, veteran-owned preference, and workforce/equal pay declarations. Respondents must carefully review all attachments and follow the specified submission guidelines to be considered for this scientific research contract.
