About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for woody invasive species treatments at Zimmerman Prairie within the Whitewater Wildlife Management Areas in Winona County. The procurement involves three distinct jobs across 30 acres: Job 1 includes initial cutting and herbicide treatment of invasive trees and brush (July 1, 2025 - October 31, 2025), Job 2 involves cutting and stump treating boxelders (July 1, 2025 - December 31, 2025), and Job 3 requires follow-up cutting and herbicide treatment (September 1, 2026 - October 31, 2026). Bidders must possess a current Minnesota Commercial Pesticide Applicators License and demonstrate previous experience with at least one contract involving 35 acres of similar invasive species management, with a minimum contract value of $30,000 within the past 24 months. A non-mandatory pre-bid site visit is scheduled for April 15, 2025, at 11:00 AM at the Whitewater WMA Office in Altura, MN. All responses must be submitted electronically through the Swift Portal between April 1, 2025, and April 22, 2025, with the award going to the lowest responsible vendor meeting all specifications and requirements.
The solicitation emphasizes diversity and inclusion, with the State of Minnesota committed to providing opportunities for businesses owned by minorities, women, veterans, and those with substantial physical disabilities. Contractors must use hand equipment, avoid motorized equipment on steep slopes, and follow strict environmental protection and invasive species prevention protocols. Specific herbicide application requirements include using mixtures of triclopyr and other approved chemicals, with careful attention to protecting native species and maintaining user safety in the wildlife management area. Bidders must submit a comprehensive Contractor Qualification Form, provide proof of insurance, and demonstrate they have not been found in default or had a contract terminated for cause in the past 36 months. While a specific budget range is not explicitly stated, the contract will be awarded on a dollar-per-acre basis, with unit pricing required to include all costs such as labor, materials, tools, transportation, equipment, and taxes. The state reserves the right to award items separately or by total, depending on what is most advantageous to the state.
