About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a water intrusion repair project at the Windom Co-Located Office located in Cottonwood County. The procurement involves comprehensive window repairs for 33 lower-level windows on the west and south elevations, which includes removing loose and broken trim, refinishing interior wood windowsills, and performing drywall tape and compound repair. A mandatory pre-bid site visit is required, and interested contractors must contact Tom Kresko at 507-577-1227 to schedule an appointment and verify site conditions prior to submitting a bid. All responses must be electronically submitted through the Swift Portal by August 13, 2024, with no email or fax submissions accepted. The DNR will award the contract to the lowest responsible vendor meeting all specifications and terms, with the state reserving the right to award items separately or by total, depending on what is most advantageous. Evaluation criteria include compliance with specifications, pricing that includes all associated costs (labor, materials, tools, transportation, equipment, and taxes), and the ability to complete the project by the specified timeline of substantial completion by October 15, 2024, and final completion by November 1, 2024.

The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises, though the document references veteran-owned small business preferences and diversity considerations. Contractors must be registered as a bidder or supplier and comply with prevailing wage requirements. While no incumbent vendors are mentioned, potential bidders should note that the project requires comprehensive understanding of water intrusion repair techniques and window restoration. The contract includes a requirement for vendors to complete a First-Tier Subcontractors List, indicating potential opportunities for subcontractor participation. Though a specific budget range is not disclosed, vendors must provide unit pricing that comprehensively covers all project expenses. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. Direct Pay Permit 1114 does not apply to this project, and the DNR will be the final arbiter of whether vendors meet the specified project requirements.
