About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting bids for the Wilson & Long Lake Road Project (Solicitation #2025-931) located in Itasca County, southeast of Bigfork. The project requires loading, hauling, and spreading approximately 2,900 cubic yards of Class 5 aggregate material on Wilson and Long Lake Forest Roads, installing one 16" state-provided culvert, completing 915 linear feet of ditching on the Wilson Lake Forest Road, and grading the entire 2.9-mile project length. Bidders must submit responses electronically through the Swift Portal between May 5, 2025, at 4:00 PM and May 16, 2025, at 2:00 PM, with a project completion deadline of September 15, 2025. Contractors must provide comprehensive unit pricing that includes all associated costs such as labor, materials, tools, transportation, equipment, and taxes. The DNR will award the contract to the lowest responsible vendor meeting all specifications, with the state reserving the right to award items separately or as a total package. Evaluation criteria include compliance with solicitation requirements, equipment specifications, and the ability to meet technical and safety standards.
The procurement opportunity includes provisions for diversity and inclusion, with opportunities for businesses owned by minorities, women, veterans, and those with disabilities. Contractors must complete a First-Tier Subcontractors List, verifying that all first-tier subcontractors meet minimum responsible contractor criteria as defined in Minnesota Statute 16C.285. Bids exceeding $50,000 require a solicitation bond equal to 5% of the total bid amount. Bidders have the option to claim Minnesota Resident Vendor status, which may provide preferences in bid resolution. While no specific budget range is explicitly stated, the project involves substantial infrastructure work with an estimated 2,900 cubic yards of aggregate material and 2.9 miles of road improvement. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The DNR emphasizes thorough documentation, equipment verification, and compliance with prevailing wage requirements throughout the procurement process.
