About this opportunity
The Minnesota Department of Natural Resources (DNR) has issued a Request for Bid (RFB) for the Willow River Campground Buckthorn Management project, located within the General Andrews State Forest in Pine County. The procurement seeks a contractor to perform manual removal and herbicide application to control buckthorn and other invasive woody plants across approximately 39 acres. Key qualifications include a minimum of two years' experience in broadcast forest herbicide application, with on-site applicators licensed by the Minnesota Department of Agriculture and capable of identifying target invasive plants. The bid is due on August 29, 2024, at 2:00 PM, with a project completion date of April 30, 2025. Contractors must submit their bids electronically through the Swift Portal and are required to provide a Prime Contractor Response Qualification Form. Evaluation criteria focus on the lowest responsible vendor meeting all specifications and terms, with the State reserving the right to award items separately or by total based on what is most advantageous. Interested bidders can arrange a site visit by contacting the Project Manager, Liam McClannahan, at 612-458-8559.
The solicitation includes provisions for veteran-owned small businesses, which may receive a 12% preference on the first $2 million of the bid. Contractors must demonstrate they have not been found in default, had a contract terminated for cause in the last 36 months, or received willful or repeated safety citations from OSHA. While no specific budget range is explicitly stated, the bid requires unit pricing on a per-acre basis, with payment based on actual acres treated and accepted by the State. The DNR will provide treatment boundaries, post required signage, and conduct inspections, while the contractor is responsible for providing all equipment, materials, and labor. The contract allows for potential adjustments in the scope of work based on available funding. Contractors must comply with state requirements regarding workforce diversity, prevailing wages, and environmental protections, and will be required to submit herbicide application records within 30 days of project completion.
