About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting competitive sealed bids for the William O'Brien State Park Two Lift Station Upgrade project located in Washington County. The procurement involves the removal and replacement of lift station control panels and pumps at two locations within the park: #2 Lift Station at Lake Alice and #3 Lift Station at Highway 95. Contractors must provide a complete operating Variable Frequency Drive (VFD) lift station system consisting of two control panels and four pumps (two per location), with all electrical supplies meeting NEMA ratings. The unit price bid must be a lump-sum amount that includes all labor, equipment, materials, tools, transportation, incidentals, sales tax, use tax, and all other costs necessary for project completion. The bid period opens February 10, 2026, at 3:15 p.m. and closes February 20, 2026, at 2:00 p.m., with project completion required by May 15, 2026. Interested contractors may schedule site visits by contacting Project Supervisor Nikki Franke at 651-259-5773. All bids must be submitted electronically through the SWIFT Portal; email and faxed submissions will not be accepted. The award will be made to the lowest responsible vendor meeting all specifications and terms and conditions, with the State reserving discretion to award items separately, by grouping, or by total as deemed most advantageous.
Bidders must be registered with the State and comply with Minnesota prevailing wage statutes and all applicable state and local regulations. Bids exceeding $50,000 must be accompanied by a 5% solicitation security bond from a Minnesota-authorized surety company or by certified check, cashier's check, or money order. Contractors must submit a Qualification Form, First-Tier Subcontractors List identifying all subcontractors and their certification status as Targeted Group Businesses, Economically Disadvantaged Businesses, or Veteran-Owned Businesses, a Workforce and Equal Pay Declaration Form, and Solicitation Bond Forms. Minnesota resident vendors meeting statutory requirements may receive preference consideration in tied bid situations. The specific budget or award value is not disclosed in the solicitation documents; however, given the complexity of the lift station upgrade and the requirement for a solicitation bond on bids exceeding $50,000, the project is anticipated to be a substantial capital improvement. Contractors should review all attached specifications, forms, and requirements before submitting their response, as failure to comply with solicitation requirements may result in bid rejection.
