About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for the Whitewater Wildlife Management Area Invasives Treatment project located in Winona County. The procurement involves comprehensive invasive species treatment across 61 acres, divided into three separate jobs along the Cut-Off Road. Contractors must provide all necessary labor, equipment, materials, tools, transportation, and herbicides to treat woody invasives and tree sprouts. Specific qualifications include having completed at least one verifiable contract since August 2020 involving hand cutting and chemical treatment of invasive woody vegetation covering 50 acres or more, with a contract value of $50,000 or greater. Respondents must possess a current Minnesota Commercial Pesticide Applicator's License. The project has a non-mandatory pre-bid meeting scheduled for May 6, 2024, at 10:00 AM at the Whitewater WMA office in Altura, MN, with electronic bid submissions required through the Swift Portal by May 10, 2024. Award will be made to the lowest responsible vendor meeting all specifications, with job completion deadlines ranging from November 1, 2024, to April 1, 2025.

The solicitation does not explicitly outline specific set-aside designations for disadvantaged enterprises, though the vendor qualification form suggests an open competitive bidding process. Contractors must comply with specific environmental requirements, including invasive species prevention measures and polluter best management practices. The DNR will make payment in three transactions upon successful completion and acceptance of each job by project managers. While no specific budget range is explicitly stated, the contract requires unit pricing that includes all associated costs such as labor, materials, transportation, equipment, sales tax, and use tax. The project prohibits construction trade work and will not entertain additional charges beyond submitted bid prices. Herbicide application is subject to strict guidelines regarding permitted types, application methods, and weather conditions. Interested vendors requiring assistance with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, to ensure proper bid preparation and submission.
