About this opportunity

The Minnesota Department of Natural Resources (DNR) has issued a Request for Bid (RFB) for the West Rush Lake Public Water Access Gravel Lift project located in Chisago County, Minnesota. The procurement seeks a contractor to supply, deliver, spread, blade, and compact approximately 500 tons of modified class five gravel to achieve a 4-inch compacted lift with specific material specifications, including 1-inch minus material and a minimum 5-8% clay content. The project is scheduled for substantial completion by June 13, 2025, with final completion by June 27, 2025, and work cannot commence before receiving a Notice to Proceed. Bid submissions are due electronically through the Swift Portal by 2:00 PM on April 23, 2025, with potential bidders able to schedule a site visit by contacting Rachel Henzen at 651-259-5875. The DNR will award the contract to the lowest responsible vendor meeting all specifications, reserving the right to award items separately or by group, and vendors must comply with prevailing wage requirements and provide comprehensive unit pricing that includes all associated costs such as labor, materials, transportation, and equipment.

The solicitation emphasizes diversity and inclusion, encouraging participation from Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. Bidders must complete and submit the First-Tier Subcontractors List, which requires documentation of subcontractor details, including business certifications as Targeted Group Business, Economically Disadvantaged Business, or Veteran-Owned Business. Contractors must verify compliance with Minnesota Statute 16C.285's responsible contractor criteria and provide proof of appropriate insurance. While a specific contract value is not explicitly stated, the project involves approximately 500 tons of gravel materials and associated labor and equipment costs. Additional requirements include building construction contractor registration, tax law compliance, and adherence to invasive species prevention protocols. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, and must be aware that failure to respond to the latest event version may result in bid rejection.
