About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking competitive bids for a buckthorn treatment project in Wealthwood Township, Aitkin County, involving chemical treatment of approximately 231 acres across three distinct sites. This Request for Bid (RFB) requires contractors to provide all necessary labor, equipment, materials, tools, transportation, and herbicides to effectively treat invasive buckthorn plants. Bidders must possess a current Minnesota Pesticide Applicator's License and submit their proposals electronically through the Swift Portal by September 27, 2024. The project specifications require a minimum of 95% of visible stems to be properly treated, with work to be completed by June 30, 2025. Bidders are strongly encouraged to contact the Project Supervisor to obtain maps, directions, and schedule a site visit prior to submitting their bid. The DNR will evaluate bids based on compliance with specifications, with the award going to the lowest responsible vendor meeting all terms and conditions. Pricing will be determined on a per-acre basis, with contractors able to bid on one, some, or all three bid groups ranging from 20 to 130 acres.

The procurement opportunity includes preference provisions for targeted groups, including economically disadvantaged and veteran-owned businesses, in accordance with Minnesota statutes. Contractors must comply with DNR-Forestry Pesticide Use Guidelines and utilize only herbicides specifically labeled for forestry use. Proof of insurance and affirmative action compliance are mandatory submission requirements. While specific budget ranges are not explicitly detailed, the project involves treatment across 231 total acres, which will likely impact the overall contract value. The State reserves the right to award items separately, by grouping, or by total, depending on what is most advantageous to the state. No direct pay permit applies to this project, and bidders must be prepared to handle all associated taxes and incidental costs within their unit pricing. Contractors experiencing difficulties with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, for technical support throughout the bidding process.
