The Request for Bid (RFB) 2025-176 covers approximately 53.9 acres divided into two Bid Groups: Group 1 involves cut and chemical treatment of 26 acres of Buckthorn and Caragana, while Group 2 focuses on chemical treatment of 27.9 acres of Caragana across four sites. Bidders must submit responses electronically through the Swift Portal by September 6, 2024, at 2:00 PM, with project completion required by June 30, 2025. Vendor qualifications include having completed at least one similar contract since January 1, 2020, with a value of $10,000 or greater, and possessing a current Minnesota Commercial Pesticide Applicators License. The contract requires all labor, equipment, materials, tools, transportation, and herbicides necessary for the treatment. Evaluation criteria include responsiveness to specifications, with the award going to the lowest responsible vendor meeting all terms and conditions.

The solicitation allows for subcontracting but requires disclosure of subcontractors. Resident vendors and veteran-owned small businesses may be eligible for preferences. Bidders must complete a Vendor Qualification Form and an Equipment Information Form, detailing previous project experience and listing specific sprayer equipment to be used. The DNR reserves the right to contact references and reject responses from vendors deemed non-responsible. Contractors experiencing difficulties with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The state maintains flexibility in awarding items separately, by grouping, or by total, depending on what is most advantageous. While no specific budget range is provided, unit prices must include all associated costs such as labor, materials, transportation, equipment, and taxes. The project contact is Shane Delaney, Project Supervisor, who can be reached at (218) 425-7793 x 223 for any additional inquiries.
