About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting competitive bids (RFB No. 2026-571) for roadside mowing services in the Warroad Forestry Area, spanning Beltrami, Lake of the Woods, and Roseau Counties. The procurement seeks all labor, mobilization, equipment, fuel, lubrication, materials, tools, transportation, final cleanup, and incidentals necessary to mow both sides of State Forest Roads using equipment operating from road surfaces only. The project encompasses approximately 370 total miles of mowing, with an estimated 250 miles scheduled for fall execution and 120 miles for June to target invasive species, with vegetation cut to an eight-foot width at approximately six inches in height. Bidders must submit pricing on a per-mile basis for actual miles mowed on both sides of roads, with all costs including labor, equipment, fuel, materials, tools, transportation, and mobilization incorporated into the per-mile rate; no separate mobilization or transportation fees are permitted. Contractors must provide proof of Commercial General Liability insurance ($1,500,000), Commercial Automobile Liability insurance ($1,500,000), and Workers' Compensation coverage prior to contract execution and maintain such coverage throughout the contract term extending from June 1, 2026 through December 31, 2027. Electronic responses must be submitted through the Swift Portal by February 24, 2026, with site visits encouraged and available by contacting Project Supervisor Shane Delaney at 218-450-5474 or shane.delaney@state.mn.us; no formal bidders' conference is scheduled.
No set-asides for disadvantaged businesses or other organizational preferences are indicated as applicable to this procurement. The road list provided represents an estimate only and is not guaranteed, as actual mileage may vary year to year based on budget shortfalls, construction projects, fire danger, and weather conditions. No incumbent vendors or current contractors are identified in the solicitation materials. The State reserves the right to award items separately, by grouping, or by total, whichever is deemed most advantageous, and will make award to the lowest responsible vendor meeting all specifications and terms and conditions; the State will not apply its Direct Payment Permit, and all applicable sales and use taxes must be included in bid pricing. Payment will be made within 30 days of invoice receipt following work completion and acceptance by the Project Supervisor. No specific budget range or estimated award value is provided in the solicitation; however, the scope of approximately 370 miles of mowing across multiple counties over an 18-month contract period indicates a substantial procurement.
