About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a power shovel contract covering excavation work in Northern Beltrami, Roseau, and Western Lake of the Woods Counties. The two-year contract, running through December 31, 2026, requires a contractor to provide a track hoe (power shovel) for various excavation tasks including beaver dam removal, culvert installation, crossing removal, culvert cleaning, gravel exploration, and minor ditch cleaning. Contractors must provide a power shovel meeting specific requirements: minimum 160 horsepower, 32-inch track shoe width, 1.25 cubic yard bucket capacity, and 32-foot total reach. The estimated work volume is 50-100 hours per year, with no guaranteed hours. Bid responses are due electronically through the SWIFT Portal by February 21, 2025, at 2:00 PM, and interested contractors can arrange a site visit by contacting Project Supervisor Shane Delaney at 218-450-5474. Contractor qualifications include being in business for at least two years, completing two contracts valued at $8,000 or more since January 1, 2021, and having an operator with 500 hours of similar power shovel experience.
The solicitation emphasizes diversity and includes provisions for targeted group, economically disadvantaged, and veteran-owned businesses. Contractors must complete several mandatory forms, including a Contractor Qualification Form, Equipment Response Form, First-Tier Subcontractors List, and Solicitation Bond Forms. For bids exceeding $50,000, a 5% surety bond is required. The contract includes prevailing wage requirements and offers a 12% preference for veteran-owned small businesses. Award will be made to the lowest responsible vendor meeting all specifications and terms, with the state reserving the right to award items separately or by grouping. While no specific budget range is provided, the contract allows for payment based on actual excavation and transport time, excluding mobilization. The DNR will determine contractor compliance and has the discretion to reject non-responsive bids, emphasizing a comprehensive evaluation of contractor capabilities beyond just pricing.
