About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a repair project at the Wannaska Forestry Field Station in Roseau County. The contract involves comprehensive repairs to the fire storage building, including extending foundation posts to a 9-foot depth with a concrete footing, concrete removal and replacement, insulation installation, column slip joint and splice work, post extensions, SDS connections and fasteners, and installing metal surface mounted bollards at overhead door exterior locations. A mandatory pre-bid meeting is scheduled for May 2, 2024, at 12:00 PM at the project site located at 16945 State Hwy 89, Wannaska, MN 56761. Bids must be submitted electronically through the Swift Portal by May 10, 2024, with contractors required to handle all aspects of the project including labor, equipment, materials, tools, transportation, and incidental services. The DNR will award the contract to the lowest responsible vendor meeting all specifications, with the state reserving the right to award items separately or by total project cost.

Contractors must be registered with the Minnesota Department of Labor and Industry prior to contract award, as required by Minn. Stat. 326B.701. No specific set-aside designations or preferences were explicitly detailed in the provided documents, though the state typically allows for veteran-owned and resident vendor preferences. The project does not apply a Direct Pay Permit, and all unit pricing must comprehensively include labor, materials, taxes, and necessary incidentals for project completion. Contractors will be responsible for removing, hauling, and properly disposing of all construction debris. While no specific budget range was provided, the comprehensive scope of work suggests a significant infrastructure repair project. Successful bidders must provide appropriate documentation, comply with all state regulations, and complete the project with substantial completion required by October 25, 2024, and final completion by November 15, 2024.
