About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a woody vegetation treatment project on approximately 60 acres of Wabasha Prairie in Wabasha County. The Request for Bid (RFB) solicits contractors to provide labor, equipment, materials, and herbicides to remove targeted woody vegetation including Siberian Crabapple, eastern red cedar, buckthorn, honeysuckle, sumac, prickly ash, and volunteer pine. The project requires three distinct treatments: an initial treatment to be completed by March 15, 2025, followed by two subsequent treatments to be completed between May 1 and August 31 in 2025 and 2026. Qualified contractors must have completed at least one previous contract of similar scope involving 20 acres or more of hand cutting and chemical treatment of invasive species, with a minimum contract value of $40,000 within the past 48 months. Bidders must possess a current Minnesota Commercial Pesticide Applicators License and submit their proposals electronically through the SWIFT portal by November 20, 2024. A site visit can be arranged by contacting the Project Supervisor, TJ Boettcher, at 507-313-4758. The contract will be awarded to the lowest responsible vendor meeting all specifications, with pricing determined on a per-acre basis.
The DNR encourages participation from targeted group businesses, economically disadvantaged businesses, and veteran-owned businesses, providing preference in accordance with Minnesota statutes. Contractors must complete a First Tier Subcontractors List, identifying subcontractors' legal names, home office locations, contract value percentages, and certification status for disadvantaged or veteran-owned business categories. Subcontractors must verify they meet minimum responsible contractor criteria as defined in Minnesota Statute 16C.285. The state reserves the right to award the contract by item, group, or total, depending on what is most advantageous. While specific budget ranges are not explicitly stated, the contract allows for potential funding adjustments, with the state retaining the ability to withdraw the contract offer due to insufficient funding or limit the number of acres completed based on available resources. Payment will be made upon successful completion and acceptance of the work, with unit prices expected to include all costs such as labor, materials, tools, transportation, equipment, and applicable taxes.
