About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for cleaning services at the Two Harbors Area Office located in Lake County, Minnesota. The solicitation, identified as No. 2025-371, requires a comprehensive cleaning service covering approximately 6,900 to 7,000 square feet, with duties including sweeping, mopping floors, dusting, bathroom cleaning, cleaning countertops, windows, and emptying trash. The contract term runs from December 31, 2024 to December 31, 2025, with potential for a one-year extension. Bidders must submit responses electronically through the Swift Portal by November 19, 2024 at 2:00 PM, with no email or faxed submissions accepted. Qualified vendors must have completed at least one general office building cleaning contract valued at $4,000 or more since 2022, and the award will be made to the lowest responsible vendor meeting all specifications and terms. The DNR will evaluate bids based on compliance with solicitation requirements, with the state reserving the right to award items separately or by grouping to maximize advantageousness.

The procurement includes provisions for targeted group, economically disadvantaged, and veteran-owned business preferences in accordance with Minnesota statutes. Vendors can claim preference as a Minnesota Resident Vendor or a Veteran-Owned Small Business, which may provide additional consideration during evaluation. The DNR will require the successful bidder to comply with criminal background check policies and provide all necessary labor, materials, and equipment for contract performance. The contract includes pricing for weekly cleaning services, annual deep cleaning (which involves waxing linoleum surfaces and shampooing carpets), and additional hourly cleaning services. While specific budget ranges are not explicitly stated, bidders must include unit pricing that encompasses all costs including labor, materials, tools, transportation, equipment, sales tax, and use tax. The DNR will provide hand soap for the cleaning services, and the work may be performed during evenings or weekends as determined by the department.
