About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a temporary dumpster service contract in the Southeast Group D region, specifically targeting Fillmore County. The procurement involves providing a minimum of 6 cubic yard dumpsters and associated services to load, haul, and dispose of refuse and trash, including deer carcasses, from September 11, 2024, to January 8, 2025. The contract requires weekly service at three sites, with an additional requirement of a second dumpster placed at one site from November 6, 2024, to December 6, 2024, and twice-weekly service during that period. All bids must be submitted electronically through the Swift Portal by August 27, 2024, with no email or fax submissions accepted. Evaluation criteria include compliance with specifications, with the award going to the lowest responsible vendor meeting all terms and conditions. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, and project-specific questions should be directed to Erik Hildebrand at 651-539-3311.
While no specific set-aside designations are explicitly mandated, the solicitation indicates a preference for certified small businesses that are majority-owned and operated by veterans. The state reserves the right to award items separately, by grouping, or by total, whichever is deemed most advantageous. Bidders must include all costs in their unit pricing, encompassing labor, materials, tools, transportation, equipment, sales tax, and use tax. The contract explicitly states that the Direct Pay Permit 1114 does not apply to this project. No incumbent vendor information is provided, and no specific budget range or award value is detailed in the documents. Vendors must be registered as a bidder or supplier to participate and must acknowledge compliance with all stated requirements. The DNR maintains the flexibility to increase or decrease the number of dumpsters or service frequency as needed throughout the contract period.
