About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a temporary dumpster service contract in Southeastern Group B, covering Olmsted, Wabasha, and Winona Counties. The procurement is for providing a minimum of 6 cubic yard dumpsters/containers with services to load, haul, and dispose of refuse and trash, including deer carcasses, from September 11, 2024, to January 8, 2025. The contract requires weekly service at four sites, with an additional dumpster to be placed at two sites from November 6 to December 6, 2024, during which twice-per-week service will be required. Bidders must submit their responses electronically through the Swift Portal by August 27, 2024, and cannot submit via email or fax. Potential bidders with questions about the project can contact Erik Hildebrand at 651-539-3311, and those needing assistance with registration or response submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The DNR will evaluate bids based on compliance with specifications, with the award going to the lowest responsible vendor meeting all terms and conditions.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises, though vendors may be eligible for the State's Small Business Procurement Program. Bidders are required to provide a Solid Waste Haulers License with their bid response. The contract allows the State to award items separately, by grouping items, or by total, depending on what is most advantageous. Unit pricing must comprehensively include all costs such as labor, materials, tools, transportation, equipment, sales tax, and use tax. While a specific budget range is not provided, the contract will cover dumpster services across multiple counties from September 2024 to January 2025. The Direct Pay Permit 1114 does not apply to this project, and the DNR reserves the right to determine vendor specification compliance. Contractors interested in bidding should carefully review all attached documents and ensure full compliance with the solicitation requirements.
