About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a temporary dumpster service contract covering Metro Group F, which includes Dakota, Goodhue, and Scott Counties. The procurement is for providing a minimum of 6 cubic yard dumpsters/containers with weekly service to load, haul, and dispose of refuse/trash, including deer carcasses. The contract period spans from September 11, 2024 to January 8, 2025 at three initial locations, with an additional three locations from November 6 to December 6, 2024. If dumpster containers are under 10 cubic yards, a second dumpster must be placed at the DNR Wildlife office. All bids must be submitted electronically through the Swift Portal by August 27, 2024, with no email or fax submissions accepted. The evaluation criteria focus on selecting the lowest responsible vendor that meets all specifications and terms, with the DNR serving as the final determining authority for specification compliance. Potential bidders requiring assistance can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, and project-specific questions should be directed to Erik Hildebrand at 651-539-3311.
The solicitation does not explicitly outline specific set-aside designations or restrictions on responding organizations, though the document suggests potential applicability of targeted group, economically disadvantaged, veteran-owned, and individual preferences in accordance with Minnesota statutes. No incumbent vendors are identified in the provided documentation. The unit pricing must comprehensively include all associated costs, including labor, materials, tools, transportation, equipment, sales tax, and use tax. The State reserves the right to award items separately, by grouping items, or by total, based on what is most advantageous. While no specific budget range is provided, the contract allows for flexible awarding strategies that maximize state interests. The Direct Pay Permit 1114 is explicitly noted as not applying to this project, and vendors must ensure full compliance with all event requirements to avoid potential bid rejection.
