About this opportunity
The Minnesota Department of Natural Resources (DNR) has issued a Request for Bid (RFB) for Temporary Dumpster Service Group H, covering Beltrami, Clearwater, and Hubbard Counties. The procurement seeks a contractor to provide a minimum of 6 cubic yard dumpsters and associated services for loading, hauling, and disposing of refuse and deer carcasses at multiple locations. The service period spans from September 11, 2024, to January 8, 2025, with specific timeframes for three initial locations and three additional locations from November 6 to December 6, 2024. For locations with dumpsters under 10 cubic yards, a second dumpster is required during the November 6 to December 6, 2024 period. Bids must be submitted electronically through the Swift Portal by August 29, 2024, with no email or fax submissions accepted. The DNR will evaluate bids based on the lowest responsible vendor meeting all specifications and terms, with the right to award items separately or by total bid. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1.
The RFB does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises, though the document suggests openness to various vendors. Unit pricing must comprehensively include all associated costs such as labor, materials, tools, transportation, equipment, sales tax, and other necessary expenses. No specific budget range or award value is explicitly stated in the provided documents. The contract requires full compliance with state and local solid waste hauling and disposal regulations, and vendors must be registered as either a bidder or supplier to participate. While no incumbent vendors are mentioned, the DNR will be the final arbiter of whether a vendor meets the specifications. Project-specific questions can be directed to Erik Hildebrand at 651-539-3311. The State reserves the right to award the contract in the manner most advantageous to the State, potentially selecting by individual items, grouped items, or total bid.
