About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for the Swan Lake Buckthorn Invasives Removal project located in Itasca County, specifically targeting approximately 15.9 acres of state-owned land near Hibbing. The procurement is a Request for Bid (RFB) for specialized invasive plant control services, requiring hand/wand herbicide application to remove buckthorn. Contractors must have licensed herbicide applicators with at least one year of ground equipment application experience and the ability to accurately identify target invasive plants in early summer growth stages. All applicators must possess a valid herbicide application license from the Minnesota Department of Agriculture. The project requires detailed GPS tracking and bi-weekly written progress reports to the project supervisor. Key deliverables include complete invasive plant removal using only hand/wand herbicide methods, with strict prohibition on broadcast spraying. The bid is due electronically through the Swift Portal by October 8, 2024, with a site visit available by contacting Project Supervisor Johnathan Splinter at 218-231-8028. Evaluation will focus on the lowest responsible vendor meeting all specifications, with the state reserving the right to award items separately or by total project scope.

The solicitation appears open to all qualified vendors, with no explicit set-aside designations for disadvantaged or minority-owned businesses, though vendor preferences for veteran-owned small businesses and diversity are mentioned. Contractors must submit a Prime Contractor Response Qualification Form demonstrating their experience, with a minimum requirement of two years in broadcast forest or roadside herbicide application. The contract period runs through June 30, 2025, with payment structured on a unit price per acre basis upon satisfactory completion and inspection. Contractors are required to certify they have not had a contract terminated for cause or received willful OSHA safety citations in the past 36 months. While a specific budget range is not explicitly stated, the project covers approximately 15.9 acres of invasive plant removal. Contractors needing registration assistance can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The DNR will be the final determinant of whether a vendor meets the project specifications.
