About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a Timber Stand Improvement project at the Sponsa State Wildlife Management Area (WMA) in Morrison County. The procurement involves removing invasive ironwood and buckthorn across approximately 82.25 acres of forest habitat, with work divided into three specific jobs: buckthorn mowing, hand treatment of ironwood and buckthorn, and follow-up foliar spray of buckthorn resprouts. Bidders must be commercial pesticide applicators licensed in Minnesota and demonstrate previous experience completing similar work as a prime contractor within the past 36 months. A mandatory pre-bid meeting is scheduled for April 11, 2025, at 9:30 AM at the WMA parking lot, and contractors who do not attend will be automatically disqualified. The bid submission deadline is April 22, 2025, with all responses required to be submitted electronically through the Swift Portal. Evaluation criteria include compliance with specifications, lowest responsible vendor pricing, and the ability to meet all contract requirements. The contract is set to be completed by June 25, 2026, with delivery to DNR FAW in Little Falls, Minnesota.

The solicitation emphasizes diversity and inclusion, with the state committed to providing opportunities for businesses owned by minorities, women, veterans, and those with substantial physical disabilities. Potential bidders must complete a Workforce and Equal Pay Declaration, demonstrating either possession of current workforce certificates or qualifying for specific exemptions. Two potential vendors have already expressed interest, including NRP from St. Paul and Pacific Restoration Inc. from Princeton, MN, as evidenced by the mandatory pre-bid meeting sign-in sheet. While a specific contract value is not explicitly stated, the qualification form suggests a minimum contract value of $60,000, with payment based on acres completed and treatment compliance. Contractors must provide proof of insurance and may qualify for preferences such as Minnesota Resident Vendor or Veteran-Owned Small Business status. The state reserves the right to award items separately or by total, whichever is deemed most advantageous, and will evaluate vendors based on factors including project milestones, communication, on-site supervision, and compliance with prevailing wage laws.
