About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for the Smoky Hills Forest Road Gravelling project, a road improvement initiative in Beltrami County. The procurement involves supplying, placing, compacting, and shaping approximately 1,300 cubic yards of MNDOT Class 5 gravel on the Smoky Hills Forest Road, along with installing/replacing one culvert (to be supplied by the state). The project will cover approximately 5,000 linear feet, with 1,200 cubic yards of gravel placed at the east end of the road and 100 cubic yards near a specific culvert location. Bidders must submit responses electronically through the Swift Portal by May 5, 2025, at 2:00 PM, with the project completion deadline set for June 30, 2025. Contractors are required to provide all necessary labor, equipment, materials, tools, and transportation, with unit pricing that includes all associated costs such as sales tax and use tax. Potential bidders can contact Project Supervisor Mike Lichter at 218-820-6115 for a site visit, and the award will be made to the lowest responsible vendor meeting all specifications and terms.

The DNR emphasizes diversity and inclusion, encouraging bids from businesses owned by minorities, women, veterans, and those with substantial physical disabilities. The solicitation includes provisions for potential preferences for veteran-owned and small businesses, with special considerations for vendors located in economically disadvantaged counties. Contractors must comply with prevailing wage requirements and provide proof of insurance, including workers' compensation, automobile liability, and commercial general liability coverage, with the State of Minnesota to be named as an additional insured. While a specific budget range is not explicitly stated, the project will be awarded on a lump sum basis upon full completion and acceptance by the Project Supervisor. Bidders must be prepared to meet strict environmental protection guidelines, including preventing the spread of invasive species and maintaining haul roads. The DNR reserves the right to award items separately or by grouping, depending on what is most advantageous to the state, ensuring flexibility in the procurement process.
