About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a wastewater treatment service contract at Sibley State Park for calendar years 2025-2026. The procurement is a Request for Bid (RFB) for comprehensive wastewater treatment facility operations and maintenance in accordance with Minnesota Pollution Control Agency (MPCA) permit requirements, facility O&M Manual, and Minnesota Rule 7080. Key deliverables include monthly operations and maintenance services, corrective/emergency maintenance services, and monthly laboratory sampling. Bidders must be a certified Service Provider under Minnesota Rule 7083 and employ staff with an MPCA Class C Wastewater Operator license, with documentation of licensure required at the time of bid. The evaluation criteria will focus on the lowest responsible vendor meeting all specifications, with the state reserving the right to award items separately or by total. The bid is due electronically through the SWIFT portal by October 28, 2024, at 2:00 PM, with potential bidders able to arrange a site visit by contacting Project Supervisor Jeremy Gehrke at 320-347-7814. Prospective contractors needing assistance with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1.

The solicitation requires prime contractors to have completed at least two similar wastewater treatment contracts valued at $10,000 or more since November 2020. There are no specific set-aside designations mentioned for disadvantaged enterprises, though bidders claiming resident vendor or veteran-owned small business status must provide appropriate documentation. The contract expressly prohibits bidders who have been found in default, had a contract terminated for cause in the last 36 months, or received willful or repeated OSHA safety citations. While specific budget ranges are not explicitly stated, the RFB indicates that unit prices must include all costs such as labor, materials, tools, transportation, equipment, sales tax, and use tax. The contract period is specifically from January 1, 2025, through December 31, 2026, with potential for renewal. No incumbent vendor information is provided in the documentation, and there are no specific requirements for integration with existing infrastructure beyond compliance with current MPCA permits and O&M manual specifications.
