About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting bids for a woody invasive species removal project at the Schueler Wildlife Management Area (WMA) in Goodhue County. The procurement is a Request for Bid (RFB) seeking a contractor to remove and chemically treat specified invasive species including buckthorn, honeysuckle, oriental bittersweet, multi-flora rose, Japanese barberry, and box elder across approximately 90 acres. The project will be executed over two seasons, with Job 1 running from February to June 2025 and Job 2 from May to June 2026, involving basal herbicide application and/or cut stump herbicide application using hand mechanical cutting with brush saws and chain saws. Contractors are required to track progress geospatially using GPS and submit biweekly written progress reports including pesticide application logs. A mandatory pre-bid site visit must be scheduled with Project Supervisor Donald Ramsden by January 24, 2025, and all electronic bid responses are due through the Swift Portal by January 28, 2025, at 2:00 PM. Evaluation criteria include compliance with specifications, lowest responsible bid, and the ability to meet all technical and insurance requirements, including worker's compensation, automobile liability, and commercial general liability insurance.
The state offers a 12% preference for certified targeted group, economically disadvantaged, and veteran-owned businesses, specifically on the first $2,000,000 of the bid. Contractors must submit a completed Contractor Qualification Form and demonstrate completion of at least one verifiable contract of similar scope with a minimum value of $50,000 within the past 36 months. All pesticide applicators must hold current Minnesota Commercial Pesticide Applicators Licenses. While no specific budget range is explicitly stated, the unit price must include all associated costs such as labor, materials, tools, transportation, equipment, and taxes. The contract will be awarded to a single responsible bidder with the lowest total bid price for both jobs. Interested vendors must be registered in the state's Swift Portal system and can seek assistance from the Contractor Assistance Help Desk at 651-201-8100, Option 1, if they encounter registration or submission challenges. The State of Minnesota reserves the right to award items separately or by grouping, whichever is most advantageous.
