About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a project to replace two water conditioning systems at Savanna State Park, located in Aitkin County. The specific systems to be replaced are in the Loon Lake Sanitation Building and the B-Loop Sanitation building. The procurement is structured as a Request for Bid (RFB) with a mandatory pre-bid meeting scheduled for March 12, 2025, at 10:00 AM at the Savanna State Park Contact Station. Contractors must attend this meeting to be eligible to submit a bid, with all responses required to be submitted electronically through the Swift Portal by March 19, 2025. The project requires comprehensive services including labor, equipment, materials, tools, and transportation for system replacement. Evaluation criteria focus on the lowest responsible vendor meeting all specifications, with the state reserving the right to award items separately or by total. The project has a defined timeline, with work prohibited before April 15, 2025, and final completion required by June 16, 2025. Unit pricing must include all associated costs, and the DNR will be the final arbiter of specification compliance.

The solicitation emphasizes opportunities for diverse business participation, with potential preferences for veteran-owned small businesses and Minnesota resident vendors. Contractors must be registered with the Department of Labor and Industry and provide proof of insurance, with comprehensive coverage requirements including workers' compensation, automobile liability, and commercial general liability. The project includes a First-Tier Subcontractors List attachment that requires verification of subcontractor compliance with Minnesota Statute 16C.285, with particular attention to Targeted Group, Economically Disadvantaged, and Veteran-Owned business certifications. A solicitation security bond of 5% is required for responses exceeding $50,000, serving as a financial guarantee of contract performance. While a specific budget range is not explicitly stated, the project involves replacing two water conditioning systems with potential for Water Control Corporation products or approved equivalents. Contractors will need to demonstrate capability in water system installation, electrical work, system startup, and comprehensive project cleanup, with a focus on meeting the DNR's technical and operational specifications.
