About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a summer brush mowing project in Roseau County, specifically targeting approximately 714 acres of standing woody vegetation within the Roseau River Wildlife Management Area (WMA) and Roseau Lake WMA. The procurement is a Request for Bid (RFB) soliciting contractors to provide labor, equipment, and materials to mow and mulch lowland brush habitat, with the objective of returning the areas to an open landscape habitat. Key qualifications for bidders include having completed at least one verifiable contract for large-scale mechanical brush mowing of 100 acres or more with a contract value of $25,000 or greater since August 1, 2019. Bidders must submit electronic responses through the Swift Portal by September 12, 2024, and are required to complete a Prime Contractor Response Qualification Form and an Equipment & Operator Experience Form. Evaluation criteria include compliance with specifications, and the award will be made to the lowest responsible vendor meeting all terms and conditions. A site visit can be arranged by contacting the Project Manager, Tom Enright, at 218-452-7610, and all work must be completed during the 2025 growing season.

The solicitation includes provisions for small and veteran-owned businesses, with veteran-owned small businesses potentially eligible for a 12% preference. Contractors must provide proof of insurance and complete a Workforce Certificate Information Form, which has specific requirements based on contract value thresholds. The state reserves the right to award contracts separately or in grouped items to maximize advantageousness. While no incumbent vendor is specified, the project has specific equipment requirements, including detailed specifications for hydraulic flow capacity and cutting/mulching attachments. Pricing will be evaluated on a per-acre basis for the two sites, with payment based on actual acres mowed. Although a specific budget range is not explicitly stated, the project involves mowing 714 acres, suggesting a substantial contract value. Contractors with safety violations or contract defaults within the past 36 months may be disqualified, and the DNR maintains the right to clarify qualification information and contact references before making an award.
