About this opportunity

The Minnesota Department of Natural Resources (DNR) is soliciting sealed bids for a hand herbicide application project to remove invasive species, specifically buckthorn and other invasive shrubs, on approximately 20 acres within the Richard J. Dorer Memorial Hardwood State Forest located in Winona County. The procurement is a Request for Bid (RFB) with a bid submission deadline of December 17, 2024, through the Swift Portal. Contractors must provide all necessary labor, herbicides, permits, licenses, reporting, equipment, materials, tools, transportation, and cleanup services to complete the invasive removal work. Qualified bidders must possess a current Minnesota Commercial Pesticide Applicators License and demonstrate completion of at least one verifiable contract involving 10 acres or more of chemical treatment of woody invasives within the past 48 months. The project specifications require hand/wand herbicide application with no broadcast spraying, strict adherence to DNR-Forestry Pesticide Use Guidelines, and completion of work by June 30, 2025. Interested vendors can arrange a site visit by contacting Project Supervisor John Smorstad at 507-724-5261, and all responses must be submitted electronically with a comprehensive Contractor Qualification Form.

The solicitation includes potential preference for certified small businesses that are majority owned and operated by veterans, with a possible 12% preference for the first $2,000,000 of the solicitation response. Contractors must be registered as either a bidder or supplier to participate and must provide proof of Workers' Compensation and Automobile Liability insurance. While no specific budget range is explicitly stated, the unit price must include all associated costs such as labor, materials, sales tax, and use tax. The DNR will award the contract to the lowest responsible vendor meeting all specifications and terms, reserving the right to award items separately or by grouping to maximize state advantages. No incumbent vendor is mentioned, and there are no apparent infrastructure or technology integration requirements beyond the specified herbicide application procedures. The project will be performed at the DNR Forest location in Caledonia, Minnesota, with contractors required to have no contract defaults or terminations for cause in the previous 36 months.
